Setidaknya 34 orang meninggal di stadion. Sebagian ada yang menghembuskan nafas terakhirnya ketika di ambulans saat masih dalam perjalanan. Selebihnya ketika sudah berada di rumah sakit.
Bisa dibilang, ini kerusuhan suporter terparah yang pernah terjadi Indonesia sepanjang sejarah. Sebab, korban jiwa lebih dari 120. Terlebih ada peraturan yang dilanggar dalam insiden itu.
Ternyata keputusan kepolisian untuk menembakkan gas air mata ke tribun penonton sudah melanggar regulasi FIFA. Semua itu tercantum dalam pedoman “FIFA Stadium Safety and Security Regulation”.
Pada pasal 19 poin B disebutkan sama sekali tidak diperbolehkan penggunaan senjata api dan gas air mata untuk pengendalian massa. Berikut bunyi lengkapnya:
(19)Pitchside stewards
In order to protect the players and officials as well as maintain public order, it may be necessary to deploy stewards and/or police around the perimeter of the field of play. When doing so, the following guidelines must be considered:
a) Any steward or police officer deployed around the field of play is likely to be recorded on television, and as such their conduct and appearance must be of the highest standard at all times.
b) No firearms or “crowd control gas” shall be carried or used.
